Eleven months after my sister left the Philippines, she conceived a child to another man whom she met in Italy.  They are actually having problem with the Italian authorities right now as regards the registration of their child because my sister is using her husband&#039;s name in her passport.  What can they do so that the child can use the last name of his biological father?  Thank you.]]></description>

		<description><![CDATA[When our parents leased the land in early 1970&#039;s and built our own dwelling, they paid the initial rental for P800.00 a month. Now, we are paying about $42,000.00 a month on the same piece of land, apparently on the maximum 10% increase yearly since the 1990&#039;s. The lease contract is renewable every 15 years. 

Does the amended rental law cover us?  Can the landlord impose this 10% at will rather than on a gradual scale? When is the 10% increase going to end? What recourse do we have to lessen this burden on us? What government agency (I&#039;m thinking HUD?) or legal assistance can help us to renegogiate or look over the seemingly unfair one-sided practices by the landlord?

If ever a motorist&#039;s is arrested or flagged down by any of the arresting officer/implementing officer of Presidential Decree 10054, who is the responsible authority to arrest a motorists if he uses the substandard helmet or does not have any PS or ICC mark, is it a DTI representative or it is included in the duty of the arresting/implementing officer of this decree or both have the power and authority to do the arrest? And it is another violation for the motorists who uses a substandard helmet?
